According to Calciomercato, both Real Madrid and Barcelona are interested in the midfielder, who is capable of operating in a number of different positions.
The report claims that a bid in the region of €17m (£14.4m) is likely to be considered by Napoli despite the fact that the North Macedonian still has four years left to run on his contract.
Elmas is allegedly viewed by the two biggest clubs in Spanish football as an ideal low-cost signing, with Barcelona in particular still struggling financially.
