According to The Sun, Spurs are in talks to sign the winger on a loan deal that could include an option to buy.
Leeds are believed to be keen to keep a player who has started the last two games for the club, while Everton are also credited with showing an interest in signing the Wales international.
James has scored four goals and provided five assists in his 39 appearances for Leeds, who have already sold Raphinha and Kalvin Phillips this summer.
